Not automatically. The UK left the Green Card system after Brexit. Most UK insurers no longer include Turkey in their standard policies. You must check with your UK insurer and, in most cases, purchase a separate Turkish MTPL policy before entering Turkey.

Turkey accepts Green Cards, but UK insurers rarely issue them with Turkey included post-Brexit. Even if your UK insurer provides a Green Card, check explicitly that Turkey (TR) is listed. If not, you need Turkish MTPL insurance.

Most UK drivers travel through Europe — France, Germany, Austria, Hungary, Romania or Bulgaria — and enter Turkey at the Kapıkule border crossing near Edirne. You must have Turkish MTPL insurance before crossing.

No. Turkish MTPL covers you only within Turkey. For driving through European countries you need your UK policy or a Green Card covering those countries. Turkish MTPL is only required and only valid within Turkish territory.
