Had an accident in Turkey with foreign plates? Stay calm — for property-damage-only accidents between cooperating drivers, you do not need to call the police. Turkey uses an official accident report form called the Maddi Hasarlı Trafik Kazası Tespit Tutanağı. Here is exactly what to do, step by step.
First steps at the accident scene
Regardless of how serious the accident is, do these three things first:
- Stay calm and check for injuries — if anyone is hurt, call emergency services (112) and police (155) immediately
- Photograph everything — take photos of both vehicles, their positions, the damage, and the surrounding scene before moving anything
- Move vehicles to the roadside — if vehicles are blocking traffic, move them after photographing, so you can complete the form in safety
Property-damage-only accidents (no injuries)
If both drivers are cooperating and no one is injured, the process is straightforward. You do not need to call the police — Turkish law allows property-damage accidents to be resolved between drivers using the official accident report form.
- Photograph both vehicles and the scene
- Move vehicles off the road if needed
- Exchange details (see the list below)
- Complete the Maddi Hasarlı Trafik Kazası Tespit Tutanağı together
- Both drivers sign both copies — each keeps one
- Submit your copy to your insurer within 5 business days
Do not admit fault at the scene. Do not make any payment to the other driver. If there is a dispute about who is at fault and you cannot agree, call the police (155) to attend and prepare an official report.
Accidents involving injuries
If anyone is injured — even minor injuries — call the police (155) and emergency services (112) immediately. This is required by Turkish law.
- Do not move the vehicles until police arrive and give permission
- The police will attend, prepare an official accident report, and manage the scene
- You will be given a copy of the official police report (kaza raporu) — keep this for your insurer
The accident report form — Maddi Hasarlı Trafik Kazası Tespit Tutanağı
This is Turkey's official property-damage accident report form. Both drivers complete it together and each keeps a signed copy. The form captures:
- Date, time, and location of the accident
- Vehicle details (plate, make, model) for both vehicles
- Driver details (name, licence, passport) for both drivers
- Insurance details including TRAMER Belge No for both vehicles
- A diagram section where each driver sketches how the accident happened
- A section for Green Card holders (if one driver has a Green Card instead of Turkish MTPL)
- Both drivers' signatures
The form is written in Turkish. Your insurer can provide a translated version — ask when you purchase your policy so you have it saved to your phone before you need it.
Your TRAMER number — what it is and where to find it
TRAMER (Trafik Sigortaları Bilgi Merkezi) is Turkey's national motor insurance database. Every MTPL policy is registered in it against your vehicle plate.
Your TRAMER Belge No is printed on your Turkish MTPL policy PDF. Save the policy to your phone before you enter Turkey — you will need this number if you have to complete an accident report form, and you may not have a signal at the roadside to download it.
Turkish traffic police can verify your insurance using your plate number alone — they do not need your TRAMER number for a routine check. But for the accident form, both drivers' TRAMER numbers are required.
What to exchange with the other driver
You need to exchange the following information at the scene:
- Full name
- Phone number
- Vehicle plate number
- Insurance company name
- Policy number
- TRAMER Belge No
- Passport number (for foreign drivers)
If the other driver has a Green Card instead of Turkish MTPL, you also need their Green Card number and the country that issued it.

The accident report form has a dedicated section (section 8) for Green Card holders. If the other driver presents a Green Card rather than a Turkish MTPL policy, ask for:
- Green Card number (Yeşil Kart No)
- Issuing country
- Their passport number
- The Green Card expiry date
Make sure Turkey (TR) is listed on the certificate and is not crossed out — if TR is absent or crossed out, their Green Card does not cover Turkey and their insurer may refuse the claim. Photograph the Green Card certificate.
After the accident — submitting to your insurer
- Submit your signed copy of the accident report form to your insurer within 5 business days
- Include your photographs of the scene and damage
- Include the police report number if the police attended
- Your insurer will contact you about next steps — typically they will contact the other driver's insurer directly
