Russian OSAGO (ОСАГО) does not cover Turkey. Russia is not a member of the Green Card system, and Turkish authorities do not accept OSAGO as valid insurance. All Russian-plated vehicles entering Turkey must carry valid Turkish Compulsory Traffic Insurance (Zorunlu Trafik Sigortası / MTPL).

Does Russian OSAGO cover Turkey?

No. OSAGO (Обязательное страхование автогражданской ответственности) has no legal standing in Turkey. Turkey requires all vehicles on its roads to hold a Turkish MTPL policy issued by a SEDDK-licensed Turkish insurer.

Russia is not a member of the International Motor Insurance Certificate (Green Card) system. This means Russian insurance companies cannot issue Green Cards, and no Russian insurance document is accepted as proof of cover by Turkish traffic police, border customs, or Turkish insurers in the event of an accident.

What Russian drivers need for Turkey

Russian drivers entering Turkey with a Russian-plated vehicle need:

  • Russian driving licence — valid in Turkey. An International Driving Permit (IDP) is recommended for stays over 90 days.

  • Passport

Border crossings for Russian drivers into Turkey

Russian drivers cannot enter Turkey directly by land — there is no direct Russia–Turkey land border. The main routes are:

  • Via Georgia: Enter Georgia from Russia (Верхний Ларс / Zemo Larsi crossing), drive through Georgia, then enter Turkey via Sarpi, Aktaş, or Türkgözü. This is the most common route for Russian vehicles.
  • Via ferry: Ferries operate between Russian Black Sea ports (Novorossiysk, Sochi) and Turkish ports (Trabzon, Samsun). Vehicle ferry bookings need to be made well in advance, especially in summer.

If travelling via Georgia, be aware that you need valid Georgian transit insurance for the portion of the journey through Georgia — this is separate from your Turkish MTPL.
